RFCS-CW Organisational Structure

RFCS-CW is a registered incorporated business with a Board of Directors; Chief Executive, Finance Manager and administration support within the Regional Office, as well as a team of Rural Financial Counsellors and administration support staff located in key towns and cities in the region.

RFCS-CW Board of Directors

The board exists to set the strategic direction and to monitor the performance of the company.

The board establishes policies in line with the corporate governance principles and strategic direction and reviews these in line with legislative change, strategic impacts, international impacts and/or other business and public imperatives.

In exercising its powers the Board of Directors (Management Committee) meets regularly and performs a number of specific functions.

The Board has formal sub-committees in line with sound corporate governance practices, as well as Local Advisory Groups comprising regional members.

Local Advisory Groups (LAGs)

Local Advisory Groups have been established in a number of towns within the RFCS-CW service area.  These groups have been established to serve as a conduit to the Board via the CEO to enable regional and local issues to be considered in policy formulation, strategic reviews and planning, government discussions and resource allocation. LAG members provide a vital local support to the Rural Financial Counsellor servicing each area and provide assurance to key stakeholders that their interests are fully considered within the parameters of the organisation's charter, funding and government frameworks.

RFCS-CW Chief Executive Officer

The CEO's role and duties, with the assistance of regional administration staff, include:

  • management of the organisation;
  • assisting the board of management with developing and implementing organisational policy and procedures to manage staff, operations and activities of the regional organisation;
  • providing links to DAFF, NSW DPI, State Advisory Board, other Federal, State and Local agencies;
  • providing all reporting for board of management to Government authorities;
  • responsible for the funding and budgeting work, all payments inwards and outwards for the Service;
  • implementing the budget ratified by the board of management.  The CEO is also required to prepare these budgets and monitor the spending of the regional organisation and prepare and manage funding agreements.
  • implementing the Board's compliance directives;
  • ensuring, where practical, that local service providers are used for the provision of products/services to RFCS-CW to keep money in smaller communities;
  • responsible for the recruitment and appointment of all RFCS-CW staff;
  • performance management and mentoring of the counsellors and local administration staff;
  • organising the annual conference/staff training, annual report and AGM;
  • represent the organisation where applicable at functions and organised events;
  • provide direct links for the board of management to the service delivery model.

 

RFCS-CW Regional Office (Dubbo)  

The key function of RFCS-CW regional office is to administer the daily operations of the Rural Financial Counselling Service and to meet the requirements outlined within the Department of Agriculture, Fisheries & Forestry (DAFF) Deed of Grant.

Regional Office staff consists of the Chief Executive Officer (CEO), Finance & Administration Manager, CEO Executive Assistant and Administration Support Staff ie currently a part-time EAP Co-ordinator.

RFCS-CW Office Sites

The key function of the RFCS-CW office site/s is to provide on-the-ground service delivery objectives as outlined within the RFCS Resource Manual.

Each site office has a minimum of two staff members - Rural Financial Counsellor (RFC) and an Administration Support Officer (ASO).

RFCS-CW office sites work directly with primary producers, fishers and small rural businesses experiencing financial difficulty that need information and assistance to make decisions about their business directions.

The main responsibility of the service is to provide free, objective and confidential financial analysis to the rural community as identified above.
